GSA per diem rates 2027: lodging and M&IE for federal travel in the continental U.S.
For fiscal year 2027, October 2026 through September 2027, the standard GSA per diem rate is $181 a day: up to $113 for lodging and $68 for meals and incidental expenses (M&IE). 295 non-standard areas have rates of their own, up to $499 a night for lodging and $92 for M&IE.

What changed from fiscal year 2026
The standard lodging rate went from $110 to $113, and the standard M&IE rate stayed at $68.
The M&IE rates come in the same 5 tiers as in 2026: $68, $74, $80, $86 and $92. Fiscal year 2026 had 296 non-standard areas and 2027 has 295. Allentown / Easton / Bethlehem, Pennsylvania is no longer on the list.
Of the 295 areas on both lists, the highest lodging rate of the year went up in 259, down in 18 and stayed the same in 18. The ten largest increases:

The first and last day of travel are paid at 75 percent of the M&IE rate and every full day in between at 100 percent (41 CFR 301-11.101). A meal provided on one of those two days comes off the reduced amount in full, and the deductions never leave less than the incidental expenses (41 CFR 301-11.18). A meal from a common carrier or a complimentary hotel meal does not change the per diem (GSA, M&IE breakdown).

149 of the 295 areas change their lodging rate with the season. The highest rate of the year is $499 a night in Park City, Utah, from 1 December 2026 to 31 March 2027. North Dakota has no non-standard area: the standard rate applies everywhere in it.

Who sets which rates, and what they pay for
GSA sets the rates for the continental United States: the 48 contiguous states and the District of Columbia.
Per diem rates for non-foreign areas are set by the Department of Defense and those for foreign areas by the Department of State, so neither is on this page (41 CFR 301-11.6). Federal agencies use the GSA rates to reimburse their employees for subsistence expenses on official travel (GSA, fiscal year 2027 highlights): per diem is a reimbursement for travel, not part of pay, and not the same thing as locality pay.
The rate is set by where the temporary duty is, not by where you live; arriving at the hotel after midnight puts the lodging on the calendar day before (41 CFR 301-11.7). Lodging is reimbursed at its actual cost, up to the rate for the location (41 CFR 301-11.100). When the rate is not enough to cover the expenses, the travel rules allow actual expense reimbursement up to 300 percent of the maximum per diem rate (GSA, Per Diem Bulletin FTR 27-01).
